The child-welfare system in D.C. has come up with some troubling evidence about children in city custody being mistreated, particularly those who are sent for care outside the city.
The investigation found many issues with the system including physical abuse, unaddressed medical conditions and environmental issues. A full collection of supporting documents can be found here.
